Edward,
Assuming you are on Fedora 28 or 29, you could upgrade to Geary 0.13.3
through the Fedora updates-testing repo.
For Fedora 28
see https://bodhi.fedoraproject.org/updates/FEDORA-2019-03796606d2
$ sudo dnf upgrade --enablerepo=updates-testing
--advisory=FEDORA-2019-03796606d2
For Fedora 29
see https://bodhi.fedoraproject.org/updates/FEDORA-2019-2795cbc178
$ sudo dnf upgrade --enablerepo=updates-testing
--advisory=FEDORA-2019-2795cbc178

Fedora is still on Geary 0.12.4. I need to change the SMTP server
settings from using SSL/TLS to STARTTLS, yet for all of the accounts

server password) all grayed out.
Is there a way of changing the settings once an account is created?
Thank you in advance.
Not in 0.12, no. This has been implemented in 0.13 however, and as a
workaround until you are able to upgrade, you can edit the config
file directly with a text editor to change the setting. Have a look
at the file ~/.config/geary/ACCOUNT_ID/geary.ini for each account you
need to update.
