Which is because they are not the even same command (file-export versus file-overwrite), and word from the GIMP bugtracker says that this was very intentional. This also means that once they fix the bug that both export/overwrite commands are accessible regardless of which one is visible on the menu (yes that is a bug), hitting Ctrl+E in the latter case will do absolutely nothing. Which while not technically a bug is DEFINITELY a regression for the end user.
