SPI_ROLE_FRAME is for toplevels (i.e. decorated frames),
SPI_ROLE_WINDOW is for other sorts of "windows".
This is analogous with ATK's roles;
For instance, gailwindow.c defines ATK_ROLE_FRAME,
but the bonobo-control window object is ATK_ROLE_WINDOW.
