[g-a-devel] label-for / labelled-by: does it have to be a pair?

I read e.g. on

that label-for / labelled-by relations go by pair, so AIUI one can't
just add one of the two, one has to add them both?  That is not really
explicited in
https://developer.gnome.org/accessibility-devel-guide/stable/gad-coding-guidelines.html
