The second options sounds reasonable to me. The frame won't expose any
text for its name by default, so exposing the text of the frame's label, if
it exists, seems good.

Our options seem to be to add a new interface to obtain the text or use

BTW, I propose to change the role of a GailFrame from ATK_ROLE_FRAME to
ATK_ROLE_PANEL.
