It wouldn't normally do anything unless focus is in a control that
already uses Tab for its own lower-level navigation-- for example,
navigating out of a multi-line text field (where Tab should normally
insert a Tab character), or for navigating between two or more panes in
a GtkPaned window (where pressing Tab on its own would only navigate
between the controls within one pane).
