I suspect you either don't have Java 1.4 or more likely you have another
"java" command, probably the Gnu Java (which isn't 1.4 compliant and
also doesn't have "idlj").  There is a problem with the gnome-speech
configure script, it does not report this failure correctly but you are
seeing it in your "make".  The solution is to make sure you have idlj,
and that the path to your Java 1.4 SDK is in your $PATH, prior to any
other directory which has "javac" binaries.

To check it yourself, run 
"`which java` -version" 
and 
"`which idlj` -version" 
to see if your javac and idlj commands are present. Your "java" version
should be >= 1.4.0, and idlj should be >= 3.0.
