Almost. Some are based on other character sets. In general, the current
practice is to base the table for any given language on the character set which
is typically used by users of that language. The Polsih table, for example, is
based on ISO-8859-2.

This will all be changing shortly when BRLTTY becomes Unicode-based. At that
time, all of its tables will become Unicode-based as well.

Gnopernicus, at present, sends raw dot patterns to BRLTTY. I'm planning to
pursue getting Gnopernicus to send text-based, rather than dot-based, data to
BRLTTY soon.
