Tooltips and panel applets

Excuse the slightly dense question, but I cannot work this out...

Is it considered an accessibility problem if an applet shows information
that can only be gleaned from a tooltip? Or is there some sneaky way to
access tooltips via the keyboard that I am not aware of?
