OK, as per the README:
* Ensure the Java Acccess Bridge is installed-- if it's not in
prefix/share/jar, then specify the --with-jab-dir configure option to tell
the gnome-speech build system where it is.
* Unpack a FreeTTS 1.1.1 or later tarball in a directory. Use the
--with-freetts-dir configure option to point the build at the lib
subdirectory of the FreeTTS installation. For example:
--with-freetts-dir=/home/marc/FreeTTS/lib
