running orca-setup

Hello,
I'm trying to run orca-setup.  I had to set the PYTHONPATH to point to the
orca directory where the modules were installed.  I then get the following
messages

Creating .orca directory.
Fatal Python error: could not import ORBit module
Aborted

The setup.py file was created but only with three comment lines.  Could I
be missing a python package? Any ideas?
