There's some background to this decision (for gtk) at
http://bugzilla.gnome.org/show_bug.cgi?id=70372. As you'll see there, I
initially lobbied for insensitive items to be keyboard navigable too,
but the architecture of gtk at the time made it infeasible-- 'selected'
and 'insensitive' were internally maintained as mutually exclusive
states.
I don't know if that's still the case now that we're three years down
the road, but the bug is still open :)
