I am might be wrong as I compiled gnome-speech with free-tts a while
ago. If you building gnome-speech and install it from sources then
you have all the headers which is what gnome-speech-devel provides.
If you build Gnopernicus now and give it gnome-speech include paths, it
would work. I guess you tried installing an rpm of gnopernicus after
compiling and installing gnome-speech?
