Sorry, I guess I wasn't clear enough (and thanks for the pointer because
none of the previous writeups were clear enough either.)
The 8 seconds should only be timed from the first keypress. If any action
takes place within the first 8 seconds then slowkeys should never be invoked
until the key is raised and pressed again.

I am pretty certain that is the current behavior. I think that the
reporter is just holding Shift down for 8 second periods 'in between'
mouse operations, thus triggering the popup.
