Not sure why you couldn't access the installer file, I  was able to download 
it fine here last evening.

I think the difference is that the file that is just a tar will allow you to 
try Bon Echo by letting you extract it to any folder, at which point you can 
run it from there, where as the installer will replace the default version 
of mozilla currently living on your system.
