Ubuntu is debian based, so the package management system is the same as in Debian (APT). So you don't need to build from sources.
In my opinion, Orca is usable even for a non-programmer. There already are a lot of scripts which enable to access in a easy way applications such as gnome-metting, mozilla, open office etc...
