Bug 398916 concerns the IBM TTS gnome-speech driver in Chinese language:
http://bugzilla.gnome.org/show_bug.cgi?id=398916

The Traditional Chinese voices are selected by test-speech, but the
result is perhaps not very good, since the libchtrom library is not
yet present in the gnome-speech Makefile.
