There is nothing to fix.
Alsa does soft mixing afaik since kernel 2.6.18.
The most annoying problem is that many distributors want to use additional
soundservers e. g. pulseaudio, which makes things (not) better for accessibility.
Read orca/speechd mailinglists.
I have tested ubuntu intrepid.
The current setup is really not usable.
Pulseaudio can't be easyly disabled by endusers etc.
Just my 2 cents.
