What I'm looking for is a feature similar to the hotkey Ctrl+Alt+arrow
of the Windows magnifier. This hotkey scrolls the magnifier in the
direction of the arrow key without changing the position of the mouse
pointer.
Is such a feature available in Gnome?
No.
If so, how do I use it?
If not, what would be the best place to issue a feature request?
This list is a good start. You can also file a feature request with
gnome-shell's bugzilla, specifying the magnifier component. This url
will take you to the form:
https://bugzilla.gnome.org/enter_bug.cgi?product=gnome-shell
However, you need to set up an account, and if you are unfamiliar with
bugzilla, it can be tricky.
