Announce: gpaint 0.2.1

Hi, this is to announce gpaint 0.2.1, a minor update to gpaint for the 
1.4 platform.  Changes include improved copy/cut/paste handling and image 
flipping.  I plan to actively develop gpaint again and probably will soon move
to the GNOME 2.0 platform.
