Um... this module doesn't have documentation!

There is stuff in CVS, but it hasn't been updated in 4
years:

I quickly updated the main DocBook file for the last
release, so the actual control centre app has some
help to go to, but help for all the actual pref tools
is within the GNOME User Guide, which is in another
module.

I do hope Nickolay hasn't spent too long on this, as
it's almost certainly wasted.
