Rygel 0.39.1

A new unstable release for Rygel 0.39 development branch is available.

Main changes are the removal of autotools and the introduction of a
plugin compatible with the upcoming Tracker 3.0 API.

Also GStreamer Editing Services (gst-ges) is a new dependency

Note: There is 0.39.0 tag, but no tarball since 0.39.0 was missing some
test files, making it impossible to to meson dist
