Good question. I think they basically handle it by allowing people to
customize their mail preferences such that they don't get dupmail if
they don't want it. If we feel that's going to be a problem, we can
probably make the default be that people don't see dupmail. Not 100%
sure of that, though.
I've sort of missed the issue. Is it that reporters get auto-CCed on the
target bug when bugs they file are marked as duplicate? You could hack
the code to turn that off; but people can always remove themselves from
the CC list.
If the issue is that people are getting too much mail saying "Bug X has
been marked as a duplicate of Bug Y", then there's no specific email
control for that sort of mail.
