Eunice, Simon, thanks for weighing in. It's never formally been a
requirement, just good form that we didn't capture.

Uh, yeah. There were a lot of questions yesterday about 'well, we've got
this list of UNCONFIRMED bugs, now what do we do in non-obvious cases?'
I'm not sure how best to document this, esp. given that there is some
disagreement about how best to handle it, and even if there is perfect
agreement, some judgment calls are made even in the best case scenario.

[In a very mad cool world, we could have triage guides per-status, and
link to them from the templates... just a thought :)
