 It is not and it does not. It is not happening for a first time. 
I am getting :

[sipan@sipan po]$ cvs commit ChangeLog ru.po
cvs server: [08:49:33] waiting for gnomecvs's lock in /cvs/gnome/gnome-libs/po
...

There is something wrong with that particular directory!
