Depends on what information is in the RTF document. Some of it is
representable with HTML (And perheaps together with CSS), some is not.

No. Html is a language for describing hyperlinked structured text. It was
from the beginning missused and extended to be missused as a visual
description language. The language to use to describe the visual features
of the document should be CSS. Do not ever use HTML to do the layout! Do
not use the <B> and <I>  tags, use <EM> etc. Not that I allways do follow
my own advices... But this should be a guideline.
