If it isn't clear, that's GNU Plotutils, which contains a version of the
"MI" library from X - X-style drawing primitives. The 'guppi2' module in
CVS contains a simpler version of this. (The guppi2 version was pasted
from an earlier Plotutils, and is pretty much identical to the X version
with the addition of alpha transparency. The current Plotutils version is
more complex.)
See guppi2/src/libguppi/rgbdraw.[hc] for an example of usage.
