Hmm. How  about 3 checks.
1. check for the NAMESERVER variable (transered by telnet)
2. check for the DISPLAY and try to get the ior from X
3. check ~/.nameserver.ior
if it still cant get the ior, then try to start it localy.
That should cover just about everything.
