Saving window geometry

How are GNOME or GTK applications to save their window
geometry. I can only think of gimp to do so and it can
be very convenient. For example I want to use ggv,
the postscript viewer, fullscreen, however it always
starts up using the same geometry.
Is it the responsibility of the application to provide
an option to save its size and position?
