That is correct, here is a brief explination of what krdb does:
1) parse through the current KDE color and font prefs
2) insert these settings on top of templates for various apps which it
gets from /usr/share/apps/kdisplay/app-defaults/.
3) feed the output into xrdb
xrdb then institutes these changes for the current session.
All the above is to the best of my knowledge.
