There is slight difference - gnome_util_user_shell usually returns
something known and well-tested, proposed external command probably will
take some time to mature...
- command should not block, if any (CORBA?) service is not immediately
  available
- if it segfaults, gnome-libs should report it, and execute program
  directly
Which will add extra burden to gnome-libs anyway...
