Believe me, it is :) And it's something the distributor should take
care about. The GNU user wants something like
less $(rpm -ql gnumeric | grep NEWS)
My wish is other GNOME modules should provide up-to-date NEWS files,
too. Fro reference please try:
info standards Documentation 'NEWS File'
BTW, I don't think it's a good idea to install ChangeLog files via %doc;
sometimes you see the first level ChangeLog file installed -- but the
second level ChangeLog files are oftenmuch more interesting
(cf. emacs/{lisp,src}/ChangeLog).
