It varies by module. For many modules, putting them in bugzilla
(bugzilla.gnome.org) is correct - open a bug, then attach the patch to
the bug report.
I don't think gnomecal is really maintained by anyone anymore, though
I could be wrong. Its authors have moved on to Evolution. So to get
patches in there you may have to simply adopt the program.
For gnome-print, it's possible that Lauris uses bugzilla.ximian.com,
instead of bugzilla.gnome.org, but there should be a bug category for
it in one of those places.
