This sounds somewhat like the idea behind Microsoft's "inductive" user
interfaces (elements of which you can see in XP Explorer, and MS Works
applications), where context-specific tasks are listed in a sidebar...
maybe it would be worthwhile looking at some of their research and
guidelines for more ideas, if you haven't already?
