I don't think there is a general response to this question. Glade and
Anjuta are useful tools, but there are other possibilities as well.

My experience is that you'll best learn if you choose to participate to
an existing project. Select one you are interested in, and contact the
developers on the appropriate list or on irc. New developers are
welcomed in most projects and get help when starting.
