This is incorrect : gnome-icon-theme is architecture indenpendant data,
so per FSH/LSB requirement, all data should be on /usr/share, this is
why .pc file should be in $(datadir)/pkgconfig.

Moreover, latest version of pkg-config checks $(datadir)/pkgconfig by
default.
