It is standard CVS feature, called "virtual modules" (RTFM:). There is
a file CVSROOT/modules (unfortunately not visible in viewcvs web UI)
which contains some extra information about modules. There, you can
ask to add one module as a subdirectory to another modules. In gnome,
libgswitchit (top-level module) is added to gnome-control-center and
gnome-applets.
