What is glibmm's glibmm-2.4/proc

What uses the proc/ subdir installed by the glibmm (glibmm-2.4/proc
contains some perl scripts and pm/ and m4/ subdirs), and similarly for
gtkmm? Are those things used by the runtime library? Used by other
packages when linking against the library (akin to glib-genmarshal)?
Used by users for...? Used by external packages that interact with the
library (something like bug-buddy or dev-help)? I'm trying to create a
stripped-down form of the package and want to know in what situations
I actually need these things.
