Libtiff causes/has problem

When i use the below command
"jhbuild build adwaita-icon-theme dconf glib-networking gvfs"
I get this message:

No matching system package installed:
libtiff
jhbuild build: Required system dependencies not installed. Install using the command 'jhbuild sysdeps --install' or to ignore system dependencies use command-line option --nodeps

Software center says libtiff 4 and libtiff 5 are already installed..

I tried to reinstall libtiff using terminal using :
"apt-get install libtiff4 libtiff4-dev" (one of the steps in
http://tutorialforlinux.com/2015/02/16/how-to-install-libtiff4-for-ubuntu-15-04-vivid-gnulinux-easy-guide/)
It gave me:
Reading package lists... Done
Building dependency tree
Reading state information... Done
libtiff4 is already the newest version.
