We have gnome-build which reads and writes (only so-so at the moment)
automake projects and is split into gui and non-gui portions.  Its in
CVS if you'd like to take a look and maybe contribute.  Its part of the
gnome-devtools effort (gnome-debug, anjuta, gide, gnome-build, etc).
