Announce: GDL 0.3.0

After more than a year of development a new release of GDL, the GNOME
Devtools Library, is out.  Lots have happened in the mean time,
including the GNOME2 port.  Even though this library is meant to be a
collection of widgets, components and utilities to be shared among
different development tools, up to now it has been more like a private
library for the Anjuta2 project (formerly known as gIDE).

Recently, there's been interest in some of the code this library
includes, so with this release we want to grow that interest and gain
some more users.  Hopefully, this will help improve the code, which can
certainly use more testing.

Major features:
- A symbol browser bonobo component
- A docking widget
- A utility library that also contains the stubs and skels for
  the symbol browser and text editor components
