Well,

it's very similar to the GPL, but they've added some more things
stricly related to documentation..

1) someone can publish those documents without the express
authorization from the author or from who has the copyright on that document

2) if someone intends to use those documents to create something new,
the authorization is required

the rest is the GPL.. :)
