My opinion is that the English version is authoritative, and that it's
the translator's job to make the translation match the English version's
meaning as closely as he can, and in whatever way he thinks appropriate.
Whether the infinitive form or a capitalized string is appropriate is
dependent on whether you as a translator think it best aids understanding
the program in your target language.  It's a creative process, and
as always he who writes the code makes the rules, so do whatever you
think best.  If someone doesn't like it, then they'll contribute their
own version, and we'll cross that bridge when we come to it, so don't
worry about it.
