It is very much a part of the docs but it will be much harder to
document. Raph knows more about it than anyone else and he doesn't
seem very interested in documenting it.

Yes we want it done and yes it is still part of the project but my
marketing plow of getting people excited about the project would have
been dismal if I had complained about no one wanting to do the libart
stuff! Heck, I don't want to do libart either!

We will start to address libart once we have nailed down the rest -
oh, and it isn't on the devel site because there is absolutely nothing
there - no content = no display.
