Of course, but that's the part which is hidden by comment marks.  Even
every SGML fragment file (source file) has to have a statement like
this at the top:

    <!--
          Copyright (c) 2000 XYZ
          For Copyright conditions cf. COPYME

          ...
      -->

But talking about XML the "blurb" is an entity and should be treated as
such to take advantage of features XML offers.
