This is a matter of personal preference. I find it more convenient
to have outline numbering - at least, have numbers for <chapter> and
<sect1>. This makes it easier to refer to them when discussing docs
with someone (e.g., when I send comments to other authors or when I
answer users' questions). On the other hand, I do not think it makes
sense to number <sect2> and below.
