We need a new i18n doc build system

Problems with our current system:
 - Translators have to go through Makefile hazzle
 - Hard to track atomic changes to C master without having to grep
through diffs (time-consuming)

Proposals to solve those problems (maybe already for 2.6):
 - Add doc/po subdir
 - Mark each section in C master for translation, extract them using
intltool
 - Have a system which generates language-specific xml files from our po
files, similar to gettext (add DOC_ALL_LINGUAS macro?).
 - Maybe add new groups/modules to i18n status pages (New
cat.:desktop-doc; New mod.: gnome-applet-doc, etc.)

These are just some thoughts.
Opinions, please.
