Is there anything we can do now to have it kinda working? For example, 
would calling 'sect2#sect3" instead of "sect3" be acceptable as a 
short-term workaround? 

I gathered that "sect2#sect3" is not an incorrect reference, so it 
should work even with fixed yelp in the future. Am I right?
