Can we accept this as permission to relicense the docs if the person we're in touch with didn't write the docs?

Dear all,
I contacted Noah Levitt, main developer of gucharmap around 2003/2004
which committed the gucharmap.xml doc file still used today to
relicense its work under CC BY-SA 3.0. We want to use its work as the
documentation is still relevant and is already topic based.
He granted the license change. Please find its approval hereunder.
