Not really - if they are beginners.  It took me about 15-20 minutes of
crusing the file system to find out how to add items to the foot menu -
and then only at the root level.  I haven't been brave enough (or had
the time) to try to do it for myself only.  We need an item on the panel
menu to add an item to itself.  Ask all the right questions and create
the files in the right place.  Can't be too difficult - I'd be willing
to tackle it in a couple of weeks (let summer school end first) - if
it's not there already (I haven't seen it).  If we want to make the
desktop easier to use, we need to not require that people be intimate
with the file system and config files.  We could even let people drag a
file from gmc onto the foot and then pop up a dialog if we need to ask
questions - maybe a database of common programs with default values
(placement, icons, etc.) so most people don't have to scratch their
heads.

I like gnome and the other linux projects because they scale very
nicely.  A power user can go in and tinker with everything under the
hood, but someone who just wants to put gas in an go can.  I'd like to
see us keep that as much as possible in the gnome future. (I think
everyone _is_ working on that...)
